Jim has almost 35 years experience with the Federal Bureau of Investigation
conducting investigations, operating informants, writing undercover
proposals & supervising operations, collecting evidence, FBI squad
operations, gathering/analyzing intelligence, making threat analyses, and
conducting risk assessments. His expertise includes Fraud, violations of the
RICO statute, Corruption, FBI Undercover Operations, Terrorism
prosecutions, and using Criminal Informants. He has received the FBI
Director's Award and was nominated by the U.S. Attorney for the Attorney
General's Award with his performance cited in the U.S. Congressional
Record. U.S. Attorney General John Ashcroft praised his FBI successes
commenting they were models for agents to "emulate." As an expert
consultant, he became an outspoken government critic in a publicized trial
involving two Lodi, California men charged with terrorism citing shoddy FBI
interrogation tactics, lack of corroboration, and a mishandled FBI informant
[See PBS FRONTLINE documentary titled "ENEMY WITHIN," October 2006
and LA TIMES Sunday Magazine cover story May 2006]. In November 2006,
the Council on American-Islamic Relations [CAIR] California presented him
with their Distinguished Service Award for Promoting Justice. He is a
member Society of Former Special Agents FBI and associate member in both
the FBI Agents and the Sacramento County Bar Associations.

historic 3-year FBI undercover investigation known as CAPSCAM that examined members of California's State Legislature suspected soliciting/receiving bribes
in exchange for legislative action;

Convicted 5 California state legislators and 9 co-defendants in the
CAPSCAM probe that included sponsoring bogus legislation, using criminal
informants, executing search warrants inside lawmakers' offices at the state capitol, and 6 federal RICO trials;

Prosecuted a California State Teachers' pension fund executive
with receiving $1 million bribe in exchange for orchestrating a $50 million loan to a Denver area con-man;

Designed/managed 3 FBI Health Care Fraud Initiatives, prosecuting
324 medical providers with defrauding funds in excess of $228 million from CA's Medicaid Program;

With education a critical tool in combating MEDICAID fraud,
solicited 60 MINUTES to produce segment concerning California's estimated $1 billion loss and later credited by MIKE WALLACE with efforts to eliminate fraud that aired October 1999;

Indicted the sons of New York mobster JOE BONANNO for an illicit wire fraud scheme;
