As a former Deputy Commissioner of the Alabama Department of Insurance
with 25 years insurance regulatory experience and subsequent experience
consulting and providing expert opinions, I am offering my services with
regard to consultation and possible expert testimony in cases involving
property and casualty insurance issues. |

As Deputy Commissioner I was responsible for the supervision of the
Property and Casualty Division. This entailed administration of all insurance
statutes and regulations related to property and casualty insurance coverages.
The Division was responsible for consumer protection including assistance
with claims and underwriting complaints. I supervised and personally
participated in the investigation of licensees leading to administrative charges
and in some cases criminal charges. I supervised and personally participated
in the review of rate and policy form filings presented by insurance
companies as required by our rate and policy form statutes. This review
required knowledge of actuarial concepts and practices as well as knowledge
of various property and casualty coverage forms including but not limited
to personal and commercial auto, homeowners, general and professional
liability, commercial property and workers compensation coverage. |

I also represented the Department in the regulation of the Auto and Workers
Compensation Assigned Risk Plans, The Alabama Insurances Underwriting
Association (Beach Pool) and the Alabama Guaranty Association. I served
as Hearing Officer for various department administrative hearings. I also
served on various committees of the National Association of Insurance
Commissioners, including the Market Conditions Working Group, Surplus
Lines Task Force, IID Plan of Operation Review Group, and the Workers
Compensation Task Force. |
