Mr. Dobson is the founding principal of Milliman's Tampa office, which he opened in 1995. He has chaired Milliman's Health Risk Oversight Panel and is responsible for the development and upkeep of the firm's reference manual for health statements of actuarial opinions.
 
The Tampa office of Milliman consults on healthcare insurance and employee benefit matters with law firms, insurance companies, hospitals, health maintenance organizations (HMOs), Blue Cross Blue Shield Plans, employers and government agencies.
 
Mr. Dobson and the Tampa team of healthcare actuaries are experienced with insurance; premiums; reimbursement policies; and pricing of all types of health insurance. They assist clients nationwide with forensic actuarial work, rate filings, compliance support, reserve projections, valuations, employee benefit analysis and design, mergers, acquisitions, demutualizations, claim cost analysis and medical litigation.
 
Mr. Dobson works with Milliman's proprietary Health Cost Guidelines and Medical Underwriting Guidelines. He helps attorneys compare a legal dispute to a larger set of national statistics that can be adjusted by geographic area. He also assists leading insurance industry participants in estimating expected health insurance claim costs, valuing deductibles, establishing coinsurance and catastrophic claims levels, and calculating claim costs for all of the various health insurance markets.
 
In addition to over 30 years of consulting experience, Mr. Dobson spent three years as Chief Financial Officer for a Blue Cross Blue Shield Plan. He holds a B.S. in Economics from Massachusetts Institute of Technology. He is a Fellow in the Society of Actuaries and a Member of the American Academy of Actuaries.
