Douglas C. Buchan is an energy expert with over 40 years hands on
expertise in the gas and petroleum industry. He has successfully
completed over 300 natural gas and propane gas related fire, explosion
and carbon monoxide cases; over 100 petroleum products cases, gasoline,
diesel fuel, and hazardous material related cases. |

Mr. Buchan served as Deputy Assistant Secretary for the U.S. Department
of Energy, and as an energy consultant for the United States Government
as
a gas and petroleum expert. From 1989 through 1999 he served as a member
of The White House, Special Assistant to the President for Public
Liaison
and the Special Assistant to the President for Consumer Affairs teams.
He was the lead U.S. Department of Energy and The White House senior
official that built the energy industry coalition to pass the Energy
Policy
Act of 1992 (EPACT). |

Douglas Buchan has been qualified by presiding Federal and State trial
judges as a gas and petroleum expert. He has provided training for
hundreds
of gas service technicians in the areas of gas piping, gas installation,
gas
service and emergency response. His areas of expertise include:

and standards, operations and maintenance, management, training, policy
& procedures, installations, safety and oversight, fire and explosions
origin
and cause as it relates to natural gas, propane gas and petroleum
